Depending on the context or situation, you treat it differently.
For example, if it’s a work environment and a client/customer is complaining about something that’s not really in your control, you may just have to try your best to agree with them, not say much or give your reasons in a calm manner. Otherwise you just have to ignore them and hope the problem doesn’t escalate. Not much you can do when people are not calm.
If the environment is like a friend overreacting, I guess the best you can do for them is to find out exactly what they are overreacting about and asking them open-ended questions about what they are going to do and why. Let them reason themselves out of it. If that doesn’t work, maybe you can give them advice or suggestions. For example, if x person wants to go over to some y person house to yell/complain at somebody, you can ask them to give a day or two to think things over?
It really varies by situation, but there isn’t really much you can do aside from letting the person cool down. However, always try your best to be understanding and know why they are reacting the way they do before making your assumptions.
